Do I need to register with the Dutch embassy or consulate?

No, Dutch nationals living abroad are not required to register themselves, though you may do so if you choose. The Dutch mission will not register you if, for example, you contact them to renew your passport. If you have had your name removed from the Dutch Population Register, you are expected to register with the foreign municipality in which you live, if applicable.

Occasionally, travel advice issued by the Ministry of Foreign Affairs will suggest giving your personal details (name, address, phone number) to the relevant Dutch mission, so they can contact you in the event of an emergency. The simplest way to do so is by email. Don’t forget to indicate why you are requesting registration. You can find the necessary email address on the Dutch missions page.

The mission sometimes collects information for the purpose of promoting trade or in connection with local Queen’s Day celebrations. The mission will always explain why it is asking you for your personal details. It is your right to decline to be registered.
